Counting the Uncounted

Promoting and counting largstrengthening civil society has been an important area of focus for both the Government of Afghanistan and the international donor community over the past ten years, and the country has seen great gains and achievements in many areas. However, the process of transition due to be completed at the end of 2014 presents an uncertain time for the country's civil society community. This report explores the impacts of transition on civil society organisations and actors in seven Afghan provinces, and presents their concerns, strategies, and suggestions for navigating the process.
